Proposed parking restrictions on Wolsey Road, Hemel Hempstead
Following a periodic review of The Borough of Dacorum (Hemel Hempstead) (Prohibition and Restriction of Waiting) (Consolidation) Order 2003, minor errors have been discovered within the schedules relating to Wolsey Road, Hemel Hempstead. It is therefore considered necessary to make the above traffic order in order to correct those errors and to better reflect the way the restrictions in that order currently exist on street and to ensure that the order corresponds with existing signs and lines.
The consultation ran between 11 March and 8 April 2020. A public notice was published in the Hemel Hempstead Gazette newspaper on Wednesday 11 March and site notices were placed in Wolsey Road.

Proposed parking restrictions on Heath Lane, Hemel Hempstead
We received instruction from Hertfordshire County Council, the highway authority, to make changes to the current parking arrangements due to safety issues on a section of Heath Lane, between Cemetery Hill and the Heath Lane Children's Centre.
The proposals suggest replacing the section of parking on the eastern side of Heath Lane with:
1. A double yellow line restriction to operate at all times
2. A loading restriction to operate between 7.30am and 9.30am and 3pm and 4.30pm, Monday to Friday. This will mean that no vehicles will be able to wait in this area between these times.
We consulted residents and the proposals were issued in the form of a plan and an accompanying covering letter, which were delivered to all properties affected by the proposals.
The consultation period ran for 28 days from 15 May to 12 June 2019.

Proposed Zone O Resident Permit Parking Scheme in Apsley
We worked in partnership with Project Centre to consult residents on the introduction of the proposed Zone O Controlled Parking Zone, which included the following roads: Orchard Street, Manor Avenue, Henry Street, Winifred Road, Storey Street, Weymouth Street, Kents Avenue, Millbank, and a section of Featherbed Lane. The final proposals were provided to residents in the form of a plan and an accompanying covering letter, which were delivered to all properties within the proposed area. Residents were given the option to give their comments either via questionnaire, email, post or by phone.
The statutory consultation period ran from 16 January 2019 to 13 February 2019.

On 19 January 2019 we held a budget forum and asked members of the public to think about their personal and community priorities against a backdrop of reductions in central government funding for local government and alongside our priorities for Dacorum. Their views would help inform elected members’ thinking about difficult financial decisions.

Proposed Grovehill athletics track and pavilion
In June 2018, residents were invited to give their views on a proposed new athletics track and sports pavilion at Cupid Green playing fields, Grovehill. The consultation closed on 17 August 2018.
The findings went to the Housing and Community Overview and Scrutiny Committee on Wednesday 10 October 2018, and the 548 responses were carefully reviewed.
It then went to Cabinet on Tuesday 16 October 2018. After gauging respondents’ views on the benefits and challenges to upgrading and relocating the athletics track, members decided not to continue with the proposed relocation to Cupid Green Playing Fields.

Public Spaces Protection Order: Hemel Hempstead Town Centre
Following a public consultation in the summer of 2017, Cabinet has considered the responses received and proposes to make a Public Spaces Protection Order (PSPO) in the form of the draft order set out below:

We will now carry out a further statutory consultation for a period of six weeks, which is directed to the Police, landowners and community representatives, and will then decide whether to make the order.
Proposed Zone T Resident Permit Parking Scheme in Tring
We are seeking to implement a Zone T Resident Permit Parking Scheme in Tring, to include Clarke's Spring, Station Cottages and Station Road.
Since the introduction of Zone TS outside Railway Cottages in Tring and a single yellow line in Clarke's Spring in 2007, to deter commuters wanting to park near to Tring railway station, it has been decided to review the current restrictions and to provide greater parking protection for the residents.
Vehicles now regularly park on footpaths, causing obstructions to pedestrians in Clarke's Spring at the weekends. This can make it difficult for residents to park near to their properties and causes an unwanted nuisance.
We consulted residents on the proposals for Zone T - a plan and an accompanying covering letter were delivered to all properties within the proposed area. Comments were then submitted to us. The consultation period ran from 6 December 2017 to 12 January 2018.
The final proposals will be subject to the statutory legal process.

Proposed Zone O Resident Permit Parking Scheme in Apsley
We're seeking to introduce a residents' parking scheme in Apsley, Hemel Hempstead, (known as Zone O) which will include the following roads: Orchard Street , Manor Avenue, Henry Street, Winifred Road, Storey Street, Weymouth Street, Kents Avenue, Millbank, and a section of Featherbed Lane.
Following a number of concerns raised by local residents regarding the parking arrangements on these roads, we wished to engage with residents to determine whether there was support for parking restrictions in the area. Outlying roads, including Avia Close, Sealy Way and London Road, were also consulted.
An increasing number of commuters using Apsley railway station have been parking in residential streets. These proposals intend to provide residents with adequate parking near to their properties. The proposals aim to provide permit holder only and limited waiting between the hours of 9am and 5pm, Monday to Friday.
A plan and an accompanying covering letter were delivered to all properties within the proposed area, and comments were invited. The consultation period ran from 6 June 2018 to 29 June 2018.

- Digital Inclusion: In August 2017 we surveyed 235 residents to find out what support we could provide to help people get online. For some people, the main issue was a lack of access or equipment. Others did not use the internet because they had never learned how to, or felt it wasn’t for them. Stories about cybersecurity had also caused a lack of trust. This research has been really useful in helping shape our thinking and we will shortly be launching a programme of activities, resources and campaigns to help address the key challenges:

- Building digital skills
- Motivation to go online
- Cyber trust and security
- Community fair survey report (PDF 198KB) The survey closed on 6 January 2015. The aim was to identify if there's a need for a 2015 community fair. Stakeholders were asked about their experience of the community fairs 2012/13 and their views on a 2015 community fair. The survey was sent to a wide range of Dacorum-based voluntary and community organisations, our staff and other local statutory agencies.

We have carried out various budget consultations with members of the Citizens’ Panel, members of the public, members of the business community and members of staff within the Council. The elements have been summarised in the Budget Overview. The final budget is now being prepared and will be taken to Full Council on 23 February for final approval.
Citizen Panel Survey Results Autumn 2010
Voluntary and Community Sector (VCS) Consultation
This survey closed on 7 October 2010. Stakeholders were invited to two briefing sessions where they had the opportunity to ask questions and find out more about the framework before completing the consultation. The consultation document was widely disseminated throughout the VCS in Dacorum, to staff, members and other local groups.
The aim was to identify if the framework was comprehensive and for any gaps to be identified.
Community Cohesion Survey
This survey closed at the end of May 2010. Residents were involved in workshops and had the opportunity to respond to a questionnaire which sought to ascertain their perceptions about the local area. The aim was to identify what was already going on at ground level and how residents felt about this. This enabled gaps in the service to be identified which shaped future recommendations and an Action Plan for the Community Cohesion agenda in Dacorum. Results and report below:
